Did anyone else have a problem with making friends despite being outgoing? If so, what did you do about it?

High schooler here. I’d say I’m a pretty outgoing person; I’m not scared to be around people and when I’m around the right people I’m pretty confident and charismatic. I’m not popular by any means but nobody seems to dislike me and plenty of people seem to be happy to see me and chat with me. However, it never goes beyond that. I’ve known people for a whole school year and interact with them everyday, but it never goes beyond quick interactions and goofing around here and there. I’ve been told things will evolve from just light talking everyday and that’s how you make friends, but that’s not happening. I’m stuck at that first stage with everyone. Does anyone else have this issue?
