I dont know if crawl is the right word, but yes in some men, the valve so to speak dosent close completely and some sperm can leak into the pre ejaculatory fluid. Its just a minority of guys, studies that have measured this have found that the majority of men do not have any sperm in their precum.
I do think a lot of the rhetoric is more or less scare tactics like you imply. Pulling out is a very ineffective form of birth control. That is almost entirely due to people not actually pulling out but nobody thinks they’re going to be the guy who doesnt actually pull out (just like no gunowner thinks thyell be part of the statistic that shows they’re more likely to shoot a loved one than an an agressor), so people who care about public health tend to emphasize the small chance that hypothetically some men could cause a pregnancy just via precum
