Yes and no. Some people are not interested in meeting irl – are only interested in online friendships. Nothing wrong with that but if what you want is an actual friendship, then maybe you’re not compatible as friends. Additionally, they could have social anxiety, they may need more time to warm up to you, or maybe they’re not interested in being actual friends and to them you’re only someone they text once in a while but that’s the end of it. If you’re fine with being online friends only then you shouldn’t take offense. Honestly, I would not take it personally because it says a lot more about them and what they want then you and jt probably has nothing to do with you, but I personally would not keep this friendship because I’m not a big fan of online friendships. I think they’re pointless personally.
