Why ask to hang out and not follow through

I met this person twice already but they are so difficult to text. And they initiated to hang out but won’t respond to my msg on what day works best. It’s just confusing, if you’re busy why even say to hang out? I decided to say if you’re too busy just let me know, I don’t want to be a burden. Is that too much or ?

I just hate wasting my time on people who’s actions doesn’t follow through.
