I always look at the ground in front of me when I walk by any stranger at work. Do you think that’s completely normal?

I work at a large company. I would say I don’t know over 90% of people who walk by me.

To me though, it kind of feels like people who walk by me almost want to make eye contact. I feel like I don’t understand that since I’m just a stranger to them. Is it more normal to look at strangers and say things to strangers when you walk by then?
