How often should employees receive promotions and raise?

My salary has not increased and I haven’t gotten any promotions in two years. Despite the 7% decrease in sales this year, last year’s increase was significant and I received nothing in return. Do you think requesting both a promotion and a salary increase is a good idea? Which one would you prefer?
