One middle eastern girl live next to my apartment and she kinda cute, should I ask her for coffee ? Option for me is knocking her door and ask for coffee, giving her flower and asking for coffee in card , or try to connect when she is going out and ask for coffee ? Not sure as we never meet except couple of times by chance in elevator

Firstly , İt is better to know each other. I mean , if you both havent met . Then ask for a coffe in cafe/ resturant.
And observe to understand what type of person she is.
Depends on your / their culture or experience but where I am here in America , giving flowed would most likely be seen as creepy / too much effort. The safest thing to do would be to find a fun activity to do that you would do regardless , and invite them to it- like a show or workshop or something like that, you know, a fun date activity- but do not call it a date or think of it as a date….
