Romania and Bulgaria: What difference does it make whether your country is part of Schengen or not?

My question comes from a place of total ignorance. It’s an explain like I’m 5 sort of question, so please bear with me.

Isn’t being part of the EU already enough to have all the benefits you would get if you were accepted into Schengen?
