How do some people have so much charisma?

I mean they can go anywhere, anytime and talk to anybody. They can talk to the hottest girls, they can just blend in any group. Is it just practise of just talking? If it is, then how come everyone doesn’t have charisma, everyone is talking their life? Or there is more to it?
