I’m going to use Council A and Council B for this story.

I used to work for an ice cream company and they sent me into Council B to go and sell ice cream, near the end of the day a woman from Council B came to me and said I need to stop selling because apparently the company doesn’t have a permit to trade where we were, I wasn’t bothered because it wasn’t my company and it meant I got to go home early.

I didn’t put up a fight, just packed everything up and left, the council lady started following me and continued to follow me back into Council A where I pulled into a lay-by and started cleaning the van up, and she left once she saw me refuse to sell to a customer because I was closed. Also to note it was clear I was I left Council B and entered back into Council A because of the huge unmissable sign that was on the side of the road.

So my question is does Council B have any authority on trading in Council A?
