Why do Commonwealth folk who migrate to GB tend to vastly avoid Scotland and Wales?

Since the UK left the EU and pandemic restrictions ended, there has been a massive increase in legal migration(not hopping on a boat across the channel) to GB from the Commonwealth like India and other subcontinent countries, but overwhelming majority of them (>95%) tend to settle in England, and very few, if any end up moving to Scotland and Wales. I was wondering if there is any particular reason behind this?
