1. Do the states need the federal government for anything?
2. Are the states allowed to seek FDI without federal involvement?
3. How are taxes collected and distributed (federally collected then distributed or just collect within the state & use it within the state)?
4. Who pays or interstate infrastructure like roads?
How autonomous are they?
