This may seem like a really dumb question, but can you (as an individual) buy an apartment in America and do you then have to pay rent for it?

I have an American treating me like I’m dumb because he stated that America doesn’t have apartments, it’s only condos, and that even if you buy one you still have to rent it. It really doesn’t make any sense to me.
