This just occurred to me. I remember reading about two Canadian migrants who are Black. Another is anecdotes about wealthy Chinese Canadians migrating south because they have wealth, family ties and are looking for jobs. Another is a Black British actor celebrating his first anniversary as a US citizen.
I feel this could explain why migrants from these nations seemed invisible and muted because they are minorities rather than White (whose national origin is predominantly White). Could this be it?
