What’s the difference between low doses of Testosterone and a TRT Protocol?

I’ve always wondered that why do TRT clinics not prescribe low doses anabolic steroids used for Performance enhancements as a TRT therapy in hypogonadal men? Both the Testosterone being used in TRT and the testosterone in Anabolic steroid is the same right? What’s the difference?
