We go on very frequent dates, there’s a lot of high passion intimacy, he will call me for several hours multiple times a day. We’ve known each other for years and he’s asked me out in the past but it was during a time when I was ending a 4 year relationship of my own.
He stated recently that he is completely not open to dating of any kind effectively forever. And I respect that.
In public and around all of our friend circles he is consistently touching my hips, my waist and kissing my neck.
I am now unsure what he wants. He says one thing but his body language reads differently and now I’m in awkward conversations when people ask me if the man that’s glued to my waist is my boyfriend or not.

He says he doesn’t want to date, yet he’s practically surgically attached to you in public. Of course, you’re confused. Anyone would be. He wants all the benefits of a relationship without any of the commitment. You might want to sit him down and clarify things, but be prepared for more dazzling displays of ambiguity.
You have to set your own boundaries.
You can say do not be affectionate with me in public as we are only a situationship/FWB and its inappropriate.
Tell him to keep his hands to himself and that it sends mixed messages. You are valuing what he said and he needs to do the same.
