When they're calling or identifying themselves in whatever context "hey it's me." Or "hey it's me, Steve."
Like if you're having to identify yourself to someone, saying it's "me" isn't much help or context lol, no?
Is it just sort of a habit or a social blunder type thing that a lot of people do? Why?
