dinner and drinks = date?

So I'm (26F) leaving my job and moving out of our city very soon, and my good friend/coworker (28M) just said that when I visit, I should let him know because we should get drinks and go out to dinner. I said yeah sure and he also suggested a specific cuisine to try. I just can't tell, could this be a date? Like generally, if someone asks to get dinner and drinks, is that usually a date?
