What if Washington D.C was not a separate federal district but part of Virginia or Maryland instead ?

How would this hypothetically affect the city itself, the state that takes it in and the country as a whole? Has this idea ever been discussed? Which of the two states do you think the capital is more likely to join in this scenario?
