Just witnessed a child (who can’t have been older than 7), supervised only by his sister (who looked around 12) throw a rock at a large ceiling-to-floor window, which shattered. I expect the repair bill would be a few grand.

The new-build building is currently unoccupied and is for let (by a multibillion pound company).

I only know the time it happened and the name of the kid (his sister shouted it after he broke the window), so perhaps not enough to be useful to anyone.

Should I report this to the property owner?

The kids looked pretty rough, so I expect this kind of stuff will get worse with age… that said, would this actually change if the kid was held responsible for breaking the window? Based on the look of them, I also doubt their parents would be able to afford the repair bill.
