how do i make friends in my town

I'm 13 and after two weeks of summer I realized I have only one friend or two that I actually see outside of school and that's pretty annoying. So how can I make friends over the summer? And I'm not exactly an introvert but I definitely am too shy to just approach other ppl my age in a mall or something. Btw where I live I can't have a job before being 14 so I really don't know what to do and I don't wanna spend my summer at home
