If I have withdrawn my first passport application, and book an appointment to make a new one, can the passport office see that I previously withdrew an application and why I did?

Need to speedily renew my passport but I’ve run into some bumps along the way. I’m due to travel in less than 2 weeks, so it’s not looking too good.

Would they be able to see my previously withdrawn application when I go to make another one?

Any help would be appreciated. Thanks!
