When someone asks how you are, but do not answer when you ask same question back

Seems to happen with cashiers mostly. They will ask how I’m doing and I reply with something like “Pretty good, how bout you?”. Usually around 75% of the time I never get a reply back. If you don’t seem to want to small talk, why ask “How are you” in the first place?
