Why all the high viz safety gear?

I'm watching a Global Cycling Network video and what seemed to be a just a person on the street was wearing a high viz safety vest. Whenever I see any video from the UK, chances are high there will be people wearing high viz safety vests or jackets. Not just neon colors. It's safety yellow high viz with reflective stripes.
