The concept of participatory budgeting and transparency is becoming increasingly common in the world, to try to get people to assemble in some way to deliberate on how much the public money gets spent and on what, and from what revenues. At least so that they understand what the budget and revenues are and a general sense of the fiscal health of the country. I got the idea from here: https://internationalbudget.org/open-budget-survey/. I do question who exactly did the survey for Russia because I have a lot of doubt about their results or some of the categories didn't apply in the manner that actually measures information.
