How do I meet and talk to women without coming off as creepy

So kinda a quick back story on me I'm 23 male and I've never been in a relationship and am still a virgin and I honestly don't understand how you meet someone without using apps I understand if I were to go outside more that would help but it's not like I'm justing going to walk outside one day and a woman is just going to say "wow your cute let's date" and I feel like because I'm more on the chubby side alot of woman feel uncomfortable around me as most chubby guys have a reputation for being creepy when they flirt simply for being big so what exactly am i supposed to do to?
