Family member won’t have a conversation unless they know what the topic is

Is this odd, or simply an assertive personality?

A family member of mine won't engage in a conversation unless they know what the topic is.

For example, if you ask them, "Can we talk?" or say, "I have a quick question" or even say, "Hey!", they won't engage in conversation.

I have to say, "Can we talk about X", "I have a question, which is Y" or "Hey, can you tell me about Z". Then they'll talk.

They say that they hate being surprised and trapped.

Are they weird, a jerk or simply assertive?
