All of them. Every state is beautiful in its own way.
Depends entirely on what you like.
Forests? mountains? The coast? Sandy beaches? Rocky beaches? Desert? Wide open grassland or farmland with huge skies? Jungle? lakes? Rivers?
Oregon and Utah. Completely different scenery, but both beautiful.
California, Hawaii, and Washington have the most diverse landscapes. Coasts, deserts, farmland, rolling hills, alpine mountains and tundra, rain forests. You can’t go wrong with any of those 3.

So I started pulling data for this, and the typical front runners were Alaska, and Hawaii. But one of the surprise ones that was hitting pretty high was Arizona. I would never think of Arizona as having good scenery, but I think the Grand Canyon is going to his a lot of lists and there’s a couple other sites that put it over.

Tennessee is gorgeous. Particularly anything east of Nashville.

I started to list the states that I’ve been to where I’ve seen beautiful scenery, and then realized it was just a list of states I’ve been to.
California is great in terms of diversity of scenery (deserts, mountains, ocean, rolling hills, and pretty much everything else you can imagine.) On the other hand there is a lot of ugly scenery in California too: there’s a big difference between what you see between the Bay Area and LA on 101 vs. on I-5.
Hawaii is great for uniqueness (volcanic tropical type scenery is one of the few types you won’t see in California or pretty much anywhere else in the United States.
But then I think of other states I’ve been to and I can’t really say that California and Hawaii are *more* beautiful than Arizona or Utah or Washington, for instance.
