So, I’m (26F) basically crushing on my neighbor, we have run into each other a few times but only say hi, I can sense he’s kind of tense around me, but in a good way. Also he seems shy and I’m too, but I’m willing to shoot my shot and see how it goes.
Honestly I have never taken the initiative, so any advice?

Just be fun and friendly and easy. Let him play into your advances. Ask for his name one day. Things usually start rolling from there.
Next time you see him, ask if he is free that day. That would propel you guys to have a proper hang out
The way to a man’s heart is through his stomach. Make some cookies and take a warm plate of them over to his place, knock on the door and say look what I made for you! I would invite you in and we would start talking and then who knows where that would lead!
When you see him and he looks at you just go “ahhhh I’m shy don’t look at me” then run into your house.
In all seriousness just tell him “hey I heard about this spot that has really good food, If you’re available on blah blah blah let’s both go try it out”
