for context
we met on tinder and have been seeing each other for roughly a month now. the other day, he told me this but when we met up later, he would initiate cuddling and kissing which confuses me.
I (23f) already made it clear that I won’t be having sex with him so he cant be doing all of this to try to change me decision right???

He’s desperate. He wants physical contact with you. Even if you don’t have sex with him he’ll still jerk off to you later.
And honestly what percentage of guys do you think will cuddle with you and not want to have sex? Not many. This dudes a weirdo. And I know we live in weird times but I’d be skeptical of the intentions of any stranger who said they wanted to platonically cuddle me. He wants to touch you and he’s desperate IMO.
He’s letting you know he isn’t interested in a romantic relationship.
But sounds like he’s trying to work into a physical relationship(FWB). He cuddles and kisses you in hopes the eventually you’ll let him smash.
My advise, put a stop to the cuddling and DEFINITELY put a stop to the kissing.
