I consider a “date” as a interaction with the direct intention of building a romantic bond and courtship.
I consider “Hanging Out” much more casual. Could be something as simple as two people in the same room talking or a casual hookup.
From what I can tell, the difference is completely and totally arbitrary to the individuals involved in the event. There are even cases where one party believes that an event is a “date” and another believes that same event is “hanging out”.
a date would probably be more planned/formal. Asking someone for a specific activity that you planned out. Hanging out would be something like chilling at your house, going for a walk, just going about your day without a plan.
Date: When you go out for a meal, a movie etc etc- with romantic connotations
Hangout: Word a guy uses when he wants you to come over and get in your pants
