Sometimes. Can depend on context and how one defines crying.
I could be reading something that makes me laugh until I have tears running down my face but I also know some people wouldn’t consider that crying. Or it could be someone feeling that emotion internally but can’t express it for some reason outwardly.
I’ve never said that! I’d be embarrassed to be seen crying because I look awful; red faced, red nose, tears everywhere. I do cry from allergies and sad movies. Not a pretty scene.
I feel like it is more of a gen z / millennial phrase to express excitement or if something drastic has just happened ?
