I am in a situation where I would like to have a reach to people of different cities without me being there physically. I want that, so I could compose a team in each of those cities that would work on goals set before them. I usually have trouble attracting a team together offline, so I would really appreciate a good advice on how to do it online.

So basically You should dedicate some “intimate” time to each person You are gonna recruit,to know individual pros and cons;
Businesses nowadays are horizontal,so You should evaluate hard skills before soft ones(such as:decision making,responsability,trust,ability to teamwork…).
Try to make them feel at ease.
