When my guy friend sober he can be really nice to me. He will cuddle with me, ask to kiss me, give me compliments, etc. We have had sex. He’s asked to marry me prob as a joke but it was completely random and he said it seconds after just staring in my eyes.
When hes drunk he can act very different. The worse thing he does is always pulls my hair. He can try to humiliate. I guess people will call it negging. Does he basically like me?

Sounds like your friend is a mean drunk. That is never a good thing and can get him in serious trouble.
Avoid him when he is drunk, and don’t get into a relationship with him until he realise that alcohol isn’t for him and lay off it for good.
