I don’t know about not being able to cum with penetration but I can kind of understand him not cumming from a bj — for me, it feels nice of course but I never cum from that, I think it’s probably because I anticipate other excitingly sexual things to do to/with a girl and I also want to make HER have a beautifully pleasurable orgasm during foreplay and hopefully again during penis-vagina penetrative sex

Yes, some men can’t orgasm from oral, just like some women can’t orgasm from different sexual acts. That does not mean that it isn’t enjoyable though.
