0.03 mm is on the thinner side, the kind that would be branded as “ultra thin” or “extra close sensation” or something by the manufacturer. They should be perfectly safe if they’re made properly (check for whatever the regulatory approval thing is your country, like the CE mark in Europe).
If you’re engaging in risky sex with multiple partners who might have diseases then go for something more standard or extra thickness to reduce the already low risk of tearing. If the penis in question is going to be roughly shoved into dry holes (ouch) then don’t go for ultra-thin either.
If you’re trying to figure out what feels best, maybe get a couple of different types and try them. You might find there’s not much of a difference.
