I’ve used both and didn’t find any real difference in quality between them. Both were pretty average airlines so I’d just pick the best time/date/price.
I’ve used Air Transat a couple of times and they were pretty good and well priced.
Canadian here who has used both airlines many many times to travel back to Canada.
Air Canada – Far more flights available, generally cheaper, less likelihood of significant flight changes. Horrible cramped seating in cattle class, awful food.
WestJet – Generally more expensive, fewer flights to fewer cities. Have changed my flight times not just by hours but by DAYS. Glorious amount of leg room (I am 5’10” and could fully extend my legs), decent food.
I’ve used both, I’d say WestJet is marginally better/more comfortable but the difference is pretty negligible so I’d just book whichever is cheapest. Both are better than British Airways IMO.
