They are either lying or they are mentally ill. However con men, and women, utilise platforms like tiktok to ply their charlatanism to take your money using astrology, yes.

I’ve never been able to understand how people believe birthdays (and places) influence personality/choices/the future. Too many people would be too similar if this were the case. There is no mechanism for how and no evidence
Mediums are also nonsense but there’s enough ambiguity around the details of death that I can at least imagine the straws being clutched
And every astrologer is always different from the other. No two say the same thing
Years ago I was at a house party where it got to that time of night when everyone’s sitting around chilling, and during the conversation some random girl that half of us had never met before pointed in turn to everyone in the room and told us our star sign, and among a roomful of 15 or 20 people she got a couple wrong but then told them, you’re on the cusp of x/y and got that right… I’ve never been able to figure out how she did it, other than believing she must have been fae
It freaked us all out, house party was over, lol… my next memory of that night is a bunch of us getting chased by horses out of a pitch-black field where we’d been stargazing

Some look at the daily horoscope in the paper, but I don’t think many pay to consult an astrologer.
Never been into it but don’t really have too much of an issue with those who do. I’ve seen people use it in their private homes and it has been a good tool for discussing issues in their life and that kind of thing. I’ve also been people get a great sense of relief when all is lost, particularly when they can’t get their head straight following a traumatic event and that kind of thing. If it works in that case then so be it.
Another thing is that a lot of people see it as a bit of fun. Most people I’ve met don’t actually believe it to any great extent.
I do have an issue with this though: some people do believe it to the point that they literally profile people and make decisions based on it. As somebody who doesn’t care for it, I’ve found it bizarre in the past when I’ve mt people and some of the first conversations we’ve had were about it. Saying things like “ahh, so you’re X, Y, and Z a person, I see” and literally judge everything based on that which I find totally bizarre. At least it’s a good sign to… get out of there.
I always found it amazing that giant balls of luminous plasma, light years away from earth, have a direct correlation as to the things that happen to you everyday based on its position, in an ever expanding infinite universe, depending on when your parents had sex.
I also find it amazing that the best person to interpret the results of said configuration is someone in a tabloid newspaper with an over the top jumper with planets on it.
