Depends greatly on the origin of his / her weak social skills. Someone who grew to hate everything about society will gain almost nothing from any book. Someone who has the majority of there issues being that they aren’t up to date on pop culture ironically needs to get out less so they have time to binge some pop culture to catch up which is less a book and more an activity. Someone who has issues due to a specific psychological disorder may benefit most from psychology textbooks around the specific disorder. Everyone else probably Dale Carnegie’s book as referenced in another comment.
