So I would like advice on what I can do legally.
She has been emailing me and him both since 2020 about every 6 months. I changed those email addresses for us both. Then she got my husbands number from a relative of hers she went through there phone and got his number. Started texting him saying she knew we moved out of state and she’s coming to move there. So I changed our numbers! 6 months from then which is now September she messaged me on instagram saying one of her babies is my husbands and she wants a DNA test. I shouldn’t of responded but I did and I said I was goin to notify the police and for her to leave me alone. She left her number for me to call her I had my husband call and he told her to leave me alone she said no and said she would hurt me. At this point im gettin nervous im not sure what she’s capable of but I know she’s unstable. What can I do legally

Ask a lawyer. You may or may not have enough for a restraining order. I kind of doubt you can do anything if it only happens every 6 months and the messages are non threatening.
Block her and live your life. You can hire a lawyer to write her a cease and desist letter but it sounds as if the drama is her goal. Ignoring her would be the best response unless you’ve been given reason to believe that she is an actual danger to you.
i suggest not to ignore potential risk. i am not from US, but if it is fine in your country – better to consult with a police officer.
