No sure about looks, but as a quick (probably too simple) check, I look for Vibram soles and Gore-Tex uppers. Them I’m relatively confident they will be okay quality and waterproof.
You could try some trainers with gore-tex, wont be fully waterproof like put your foot in a puddle and stay dry but they will be good enough for just walking about cities in the rain. Nike, Adidas, Puma, New Balance etc all do trainers with gore-tex.
