You park at a parking lot or garage and have to pay, say $5, for it when you leave. But some companies who use the parking lot will validate your parking pass so you don’t have to pay anything when leaving the lot (or pay a discounted price).
In crowded downtown areas with little parking spaces, places like courthouses, hospitals and colleges will have an agreement with parking garages/lots where visitors can park at the parking garages/lots. They’ll initially get the ticket for them to pay at the end when they leave, but if they get the college/hospital/courthouse to confirm that they were visiting the college/hospital/courthouse, the garage/lot will either discount or completely waive the parking fee.
