I don’t have much experience sexually. I’ve been trying condoms and I have a problem. Whenever I masturbate wearing a condom, the foreskin moves and rolls over the condom causing it to wrinkle a little and constantly rub against itself.
I have tried everything, I tried putting the condom on while the foreskin is pulled back, I tried without pulling back the foreskin, I tried bigger condoms, I tried smaller condoms and this happens every single time.
For reference, my length is 5.75 and girth is 5.4. Also, when erect my foreskin naturally remains half way up the gland.
Any suggestions?

Maybe try putting some Lube inside the condom so your dick has some movement inside, that may help, it will also feel better, but not so much it will come off. Ive done this numerous times before.
