Well, its in New York Harbor, New York City, New York.

Its in NY Harbour, but the city doesn’t own it, as it was a gift to the US from France. The Fed controls it.
Only reason its so heavily associated with NYC is due to its location and mythologised history during a period where millions were immigrating to the US. The statue was the first thint many of them saw on the boat.
I’m pretty sure there was some sort of arrangement made where the island itself is part of New York, but the waters it is located in are part of New Jersey.
