Rash on Penis after head with tongue piercing

hey so I’m posting for a friend. She has a tongue piercing and this is now the second time a guy has come up with a rash from it. Both times she’s been tested and cleared but could it be a sensitive reaction ? Has anyone experienced something similar ?
