I suspect you should talk to a gyno or sex therapist to see if there is anything to be done. Oversensitivity is a normal thing, but the panic isn’t.

High sensitivity can go both ways, it enhances the pleasure but it can enhance the pain. If you have not had any injuries, then it’s likely that what you are feeling, if it’s pain, it’s a bad stimulation due to ignoring foreplay and probably a psychological condition that isn’t allowing you to enjoy sex normally.
Crying and being in panic is a big sign that there is other problem related to something besides the sexual act and it’s better if you get diagnosed, first by a medic and later by a phycology expert.
