Girl asking for opinion about why would a guy always flake for dates when he’s shown repeated enthusiastic interest in me. (Talking stage 2 months)

Hi everyone! First time posting here but basically this guy that I matched on an app with 3 years ago re-followed me on Instagram about 2 months ago. I had unfollowed him at the time bc he flaked on me every time we tried to meet. So he re-follows me recently and tells me that he thinks I’m really beautiful and has had a crush on me since we first talked 3 years ago and told me he was sorry for flaking every time and wanted to start over and finally meet. So we start talking again, by text and FaceTime for about 2 months. I feel like it’s going quite well we have a lot of banter etc… but I try to meet him after a while of us talking. He makes excuses at first saying he has family drama and it’d be hard for him to meet, flakes on 3 occasions. After a while i give him an ultimatum either we meet or we stop it now. So we meet once, he invited me to a house party he organized. We get along really well, we continue texting during the week. He tells me he wants to take me out to dinner etc. We make plans but, day of, he never arranged the plans (telling me where and when we should meet). I don’t insist either bc I felt like I had been the one insisting for us to meet that whole time and I can’t be doing the work alone lol. So the next day I decide to block him on ig because I do think that if you’re confused most of the time it just means the person doesn’t like you. But I don’t know on this one I’m so confused because I felt like we were really getting along and I asked him multiple times why he was flaking and if he was just not interested and he always reassured me that no he was really enthusiastic about us. When I blocked him on ig I even had 2 days of grieving where I felt like I was breaking up with someone bc I guess I got excited about it 😭. So what do you guys think, why would a guy do something like that? I’m very confused
