When is it okay to initiate a text conversation out of the blue?

So there’s this guy from my maths class I really want to be friends with (I’m in uni) and we’ve had like hour long conversations twice, so we’ve exchanged snap chats and stuff, but we haven’t actually talked over text or anything.

I’m not good at making new friends, so I was wondering if it’s weird for me to out of the blue to tell him that I actually am going to his hometown (total coincidence), and maybe I could use it as a conversation starter?

I have asked him to hang out once but he said he couldn’t for the coming two weeks cause of exams, so I am not sure if me sending this seems like I am being too pushy / desperate for a new friend.
