There’s weren’t as big of gold rushes in Wyoming and Colorado. The front range/plains is a better place to put cities than in Wyoming which is more rolling range land. Colorado had gold, had some farmland, but Wyoming mostly just had rangeland which is just good for livestock grazing and that’s about it.

They actually aren’t all that similar geographically. The eastern half of Colorado (where a significant chunk of the population lives) is actually part of the great plains and is fairly flat. You don’t really get into the mountains until you are west of Denver.
Wyoming is hilly/mountainous throughout.
