You email the hiring / line manager as a formal notice, but I would also call and speak to them directly.
The issue you have here is that you’ve signed the contract, so you’d almost certainly have to give them notice, and until then you’d be an employee.
Simply tell them you have changed your mind, you haven’t started with them yet so it’s a trivial issue really, you are not the first to do this.
